Default Inoperative Blower Fan on 97 base car.

HVAC fan stopped working all at once. Fan speed is left on high, on defrost for early morning warm up. It worked when shut off, then didn’t the next morning. We’ve searched for info, and most is about the “blower fan resistor”, but some talk of a “relay”. The car is a 1997 base car with NO “auto” feature. The resistor is under the cowl with the fan motor on this one, not inside the car as most posts have suggested. How do I test the resistor while I have it out? And the relay, is under the hood in the fuse box area? Any knowledgeable help in this area would be appreciated.
