Is 1996 California Package built Base or Active?

Have a 1996 California Package 318ti, and have tried to figure if this special package was for Base cars or for Active cars. No true answers from BMW, and I did my search on this site.

Any ideas?

It isn't a Base or Active. The California is it's own model.

You can use a vin decoder and see what was part of your car. I used this one, just put in the search box the last 7 digits/letters of your VIN number.
