Default 96ti intake question

I was looking at the intake on this vehicle I have and realized that the person who put the intake person did a half job. The filter itself is filthy but that's besides the point. I see a tube running from the actual intake and a (Mass air meter>?) connected right before the filter... but the on top of the filter there is another sensor of some sort that he has there.

Question? Is there more than one sensor on this intake and what is that other thing in there for?

If a person was to get a Cosmic cold air intake and connect that. Where does the filter wind up? plus this extra sensor.... where is it supposed to be connected... there is no way it was meant to hang at the beginning of the filter like that.
