Turns out my ABS pump is bad, seems like a pretty common problem on e36s, the wiring corrodes. I plan on just getting a used one and re-wiring it. They were "Keepin it Real" when they introduced the 318ti ClubSport in '95 and the 318ti Sports from '96 to '99. What happens is that there is a little circuit board that connects to the wiring harness. That board is not supported well enough, and given enough time it will flex until it cracks, which breaks the connections for the ABS pump. It takes about 4 or 5 solders, and is pretty easily corrected. There are several long time BMWCCA members that will repair it at basically no cost, or very little cost. That most common fix I've seen is to actually cut several mm out of the board, and just re-wire the whole thing with wiring. Mine is in this state..
