Default Weird Brake Light Issue

I am having a weird problem with my brake lights. They only work when I have the key turned on. I have replaced the switch under the dash at the brake pedal and I have replaced the lights. When the car is turned off I have no current at the fuse for the brake lights. When I press the pedal with the car off I do not get any lights. I have also checked the socket with a mulitmeter and I do not get any current when the car is off and the brake pedal is pushed. When I turn the key to either on or to the ACC position I have current at the fuse and my brake lights work. I dont have a bentley manual as of yet and dont know what else to check at this point. Any help would be greatly appriciated. It is a 99ti.

i do not think the car is wired to do this.
