Default No start after new harness (Swap)

I have a fun electrical issue that others seem to have had but didn't update solution on forums. Have an OBD1 1998 318ti with S52 swap. Ran fine but it had an auto harness. Picked up a good but used manual harness, cleaned it well and swapped everything over. Did some "while im in there" tasks like new fuel lines, new ICV/hoses/, new FPR and refreshed the injectors. Unfortunately I now have crank no start.
Actions done when prepping "new" harness.
-Cut #7 EWS wire
-Splice #8 engine harness to chassis harness
-Splice #14 to cluster for speed sensor
Car has spark, tried with starter fluid. Fuel pump will work when jumped at relay. New relay did not fix. From what I've read if I have spark then CPS is fine. It seems as though injectors are not being told to fire, however fuel pump will not turn on without being jumped.
I tried a working ECU with identical tune, no changes. I am guessing I have a fault somewhere in the harness, but I've reached what I know on E36s harnesses thus far. Any help is appreciated.

You need the fuel pump online first. Without pressure in the rail you won’t get fuel injected.

I was an absolute idiot and switched the ICV and Crank sensor. I even remember looking at it thinking, nah the ICV cable is the smaller one. Oops. Either way, OBD1 sucks and will be 2 in the future.

Well that’ll do it. If the DME doesn’t know the engine is spinning it isn’t going to do much.
