Maryland has very strict laws about what they can rebuild and put back on the road for obvious safety reasons. If this person is willing to rebuild and sell a 99TI Cali 5 Speed and sell for under $6k, then I'm guessing the car was in a major front end collision since the cali top is very hard to replace. Or if it rolled, then the top surely leaks and will cost mucho $$ to replace or fix.
