Default Aircon belt question

The pulley on the far left of the engine that runs the aircon belt..Should you be able to move the middle part of the pulley by hand? If I spin it - it spins but the belt part doesnt move just the inside of the pulley... Does that make sense to anyone and can they check for me!! If just had my belt changed and was nosing around and noticed it moved and now its bugging me!!

that's normal, it's so the compressor can kick on and off without disturbing the belt
