Default 95ti left turn signal issue

1995 manual ti here. For the past couple months, when lights are off the turn signals work properly, but when I have either just the running lights or full headlights on, the left side signals are blinking fast. During a walk around it looks like there are no bulbs out. Seemingly randomly this issue will resolve itself for a couple days and then come back. I read in a similar post that this could be a grounding issue. Possibly related to the issue: I suspect my alternator is going bad as it sounds rough and loud (pinpointed with a mechanics stethoscope) and my battery light will flicker on for a moment if I drive through deep puddles while it is raining. Thanks to whoever might have some insight into my problem.
