Default Right wheel shaking???

I'm having this strange issue on my 97 TI and I'm hoping I can find some guidance on what can be the problem. when ever I drive over a slight imperfection in the road or a pot hole my steering wheel seems to shake violently. It feels like most of vibration is coming from the right side but I do not notice any thing out of the ordinary. The problem is still happening with two different sets of wheels that have both been balanced.
