Default Steering wheel won't budge

I have a 96 ti, and have decided to give it a complete make over. But the steering wheel won't come out at all. All the screws are out and all is unplugged. But for the life of me it won't come out. And I'm a pretty solid guy. Help please. My last step before removing the dashboard.

I can't tell from the picture, but is the center nut off? Maybe put the key in to unlock the steering?

I was trying to take it off. It was just really stuck on. But it came out.

Yeah I kept pulling at it for a couple of days. Cars all stripped inside except for electrical and motor. Nothing special just want to make it a show car. Thinking real hard about switching it from auto to manual. But I'm doing all the work alone with only a manual and YouTube. No real experience. So don't know you. This is my first automatic car . Who knows.
