What happens when you turn off the ignition? If the needle doesn't go down to 0, then it means that the needle itself is stuck.

Sometimes the overlay on the face of the cluster can de-laminate and start to separate, causing the needle base to drag or get stuck.

If it goes all the way back to 0 when the key is off, then it's either a bad gauge or bad sending unit...

I suspected that was the case. I would start by checking the fuel sending unit.

It's located on the driver side correct?

I would put the cluster into self-test mode which will spin all the gauges simultaneously from the min to max settings. That should show you if the gauge is dragging or sticking.

I already did this and they move up and down.

Yes, the sending unit is on the right (behind the drivers seat).
