Default Blower doesn't blow

Hey, I have a 1995 318ti. In the winter I replaced the blower motor do to the brushes just being worn out,was the original blower motor car has 430,000KM. I got a new one off rock auto, It came with the dual impeller on it, not a big deal, I just re machined the shaft to fit my old impeller and got it all back in.. Now It spins the correct way, and the cabin filters at the blower are clean, But it seems to have very weak flow from any of the vents, it gets more flow when switched to fresh air on the highway, if I turn on the Re-circ. I get almost no flow. anyone have any Ideas before I pull the dash off to see whats inside of the HVAC box... Never had a "ti" box apart, only a 328i.
