Default Passenger Airbag Install Issues

Hey guys, So I just picked up a 95 318ti last week, interior in rough shape. So I went ahead and disassembled most of it so I could swap out switches, panels, etc and noticed the car was missing the passenger-side airbag. Not sure if this was stolen or the previous owner didn’t realize it was missing when he bought the car, but sufficient to say I got a replacement asap knowing it probably won’t pass safety without it.

My issue is that the passenger airbag indicator is not flashing or anything. This tells me it is either: a) not working, b) covered with tape or c) it’s disconnected. Assuming it’s not just covered with tape, what’s the best solution for this? Also, do the mid-90 E36’s fire airbags based on which crash sensors are hit? Or will both airbags fire regardless? The reason I ask is that I don’t want to hook up the new airbag and have it blow when I connect the battery. Appreciate any advice, thanks.
