Default Steering rack?

Soo... this TI has been a handful since I bought it. But so here's what's wrong.
When I turn the wheel to the maximum in one direction in the morning when my car is cold it seems like my steering rack will get stuck pretty badly in that direction and I will have to hold the wheel in the opposite direction while driving. I have turned it back and forth 3 times before driving it too to see what that would do and it still gets stuck in the last direction it was turned.
The problem seems to almost go away though when it's hot outside and everything is warmed up.
I have replaced the tie rods, lower control arms, struts, lca bushings, all except the steering rack. And the reservoir has enough fluid and the power steering pump doesn't whine when turned back and forth.
So I'm guessing it's the steering rack?
