I am in the process of installing fog lights in my 318ti. I am assuming your M3 is like all other E36s. Anyway, here's how I did it. There are two parts to the fog light bracket, an outer bracket that is held to the bumper by 4 screws. and an inner bracket that has plastic studs and the left and right sides that fit into holes in the outer bracket. I installed the screws from the front of the bumper. They screw in from the back side of the outer bracket, so you have to use a very short phillips #2 screwdriver and stick your hand in the hole where the fog light is going to go and screw from the back side. The real trick is the order in which you fasten the outer bracket to the bumper and the inner bracket to the outer bracket. Screw in the screws on the inward side of the outer bracket first, the side towards the grill. Next, put the inner bracket in and insert the stud into the inward side of the outer bracket you just secured. The outer and inner bracket should be pliable enough that you can bend them enough to get the stud on the outward side of the inner bracket into the hole on the outer bracket. Then stick your hand in and do the screws on the outward side of the outer bracket. I hope this helps and you can follow all the ins and outs of the explanation.
