Default Rust on steering wheel mount under dashboard

When I took apart the dashboard I see this mount/frame connected to the steering wheel mount and it's a little bit rust. what is this called?



Also another mount/frame near the passenger airbag is a little rusted



Anyone know what is the name of this frame? Not sure if I should put rust protection or something on it.

Seems like I dig some info up and it may just be the condensation for the air ducts with the AC on.

Every E36 I've taken apart has light surface rust in these areas- I wouldn't worry about it, nor would I be concerned about needing to put any sort of rust protection on it, unless I was bored and had time to kill. The newest ti out there is nearly 15 years old- a little bit of surface rust on an untreated metal brace is bound to happen.
