Regarding your low speed fan not coming on....I had the same problem. In my case, it was the high speed fan relay that was the problem. I replaced that after making sure the low speed relay was working OK. The low speed fan started kicking on and off like it should. The low speed relay is interlocked to the high speed relay, so if the high speed relay is faulty in the off position the low speed relay won't engage. This is not intuitive, and I came across the diagnosis and fix on this site. I'm glad you took care of your radiator. I held off on a suspected leak and ended up having to swap a motor. Way cheaper and easier to take care of the cooling system issues proactively rather than having to fix something that could have been avoided. Just finishing up the last of the motor swap items and will focus on my low speed fan issue as well. Welcome again and have fun with your car! Did not test w/o either running though. If you haven't already, do yourself a favor and stock up on a set of these, $20 at most autoparts stores or black latex gloves. I like these the best, while cheap they don't rip easy and some have a texture where I can still grip and twist.
