Default Temp Gauge at 1/4, no heater

Hello all -have had a problem for about 4 years now - the temperature gauge goes to about 1/4 way and stays there, tho will go up to 1/2 way after stopping on a hot day - in the winter the heater does not work. Hasn't been too much of a problem until living in a colder climate. Thoughts?
