Exclamation Instrument Cluster, Tag Light, & 1 Tail Light (NOT WORKING)

Hey all. I have a feeling this problem is the headlight switch, but I wanted to confirm if this is the case.

What's not working when I pull the headlight knob?
Instrument Cluster lights are not turning on.
Tag light is out.
My passenger rear tail light is not workingthough driver side does).

I replaced fuse 31 which was dead and it's still not working. I was checking the tail light/tag one day trying to figure out what the problem was.
I replaced the bulb on the passenger tail light that wasn't working and it still didn't turn on.
Since I don't drive @ night. I went a few days of driving until one day it just didn't start.
This was when I found fuse #37 dead which also controls the computer since this was the sole reason the car wouldn't start.
Everything starts/runs now, it's just the instrument cluster/tag & pass rear tail light are not working.

Is this probably the headlight switch? Thanks for any feedback.
