Default rims stained?

my rims seem as if they are stained from the years that the previous owner hasn't fully cleaned them. i've used a green scrubby and use a lot of pressure in the center as you can see the two different colors / layers of the rims, but it's really, i mean really hard to get off. i'm not sure if i should be doing this or what i should or shouldn't do, if anyone has any tips let me know please. from what i "got off" already in the center took about an hour.

Im pretty sure that's the paint losing the color. No stain. My stock wheels have that a lil bit

The finish is probably failing/deteriorating. Using a green scrubby is a really bad idea. You are just removing layers of the finish, making it worse. There isn't anything you can do at this point to bring the wheels back to fresh besides having them refinished.

Mine are doing that, the finish is dead and coming off.

Yep, that's what it is. Waxing and buffing might make them look a bit better.
