Default Staggered wheels

I am new owner of my first 1998 bmw 218ti msport. I have never owned a bmw and just getting familiar with it. I am reading alot about staggered wheels. First what does staggered mean, and how can I tell if mine is staggered? Also, this is off topic but I think mine is also hellrot color but unsure as to find out for sure. Thanks in advance for your responses.

If you have stock wheels, they are not staggered.

Hellrot is Bright Red or Devil Red <I think>.
The paint code is located on the left strut tower.
