Default missing something behind the bumper?

First, who the hell is posting that **** about phones?

Ok Second, I have the 97 Sport, but the previous owner hit a curb pretty good at some point. I assumed it wouldn't be too hard to fix (maybe replace the front bumper). I don't really know how to explain this, so bare with me....
Is there supposed to be any kind of splash guard or something like that on the m bumper? There is nothing behind my bumper running along the ground, but it looks like there are some little clips on the sides that would let a plastic piece fit in.
Does this make any sense to anyone?

i have the same thing, the splashguard is mutilated beyond recognition... in fact, it's not there.

there are bits and pieces here and there, but thats it.

The front pieces break. After I had the missing parts I used fender washers to secure the panels in place. You really should replace what is missing.

There is a piece that runs under the whole bumper. There's also a small piece on either side, right in front of the tire. I was missing both. I should have gotten the 2 pieces replaced, and I'm going to buy a underpanel for a bit of downforce...a piece to go behind the spoiler all the way across in that open space in the middle....
