Default rev counter not working correctly

Hi people ive got a question if anyone could answer for me. Im looking to buy a 2000 318ti. Lovely car I used to havr a 318is. Taken it for a test drive earlier and what happens is that when I accelerate the rev counter does not move to start with and then it catches up and then goes past the what I think the revs should be by sound and then drops back down.

What could be causing this?

Any info is really appreciated

My friend had this happen to him. Just got off work and he showed up with his girl friend and asked about it as I was replying perfect timing. He said it was something to do with a wet dme or so major wiring issues. I'd stay away from that car. Try to see if the rpms move under load if you can. (Music, ac, lights etc.)
