I have no idea about the Canadian order deck, but in the U.S. all base cars in '95 (as well as later years) came with steel wheels. The alloys were not even an option from the factory on those cars. Of course that didn't stop some dealers from using take-offs from other 3 Series cars to upsell the ti customer, or to confuse them into thinking they were buying an Active car.

The '95 base came with steel wheels and hubcaps: http://www.wheels-and-rims.com/cgi-b...56105033554.cf. The sport and active came with style 27, the 15" 10 alternating depth spoke wheels: http://zoouz.free.fr/Wheels/TMP_wheel/bmw_wheel_027.jpg
