Ok I found someone that is willing to sell me a hartge m3 spoiler. Now I just want to verify that it's a actual part before sending him $280.

Also, if he doesn't send me the item, is there anyways I could get my money back? We are doing this through paypal. I just notice that his account isn't verified. But if I get him to verify it, is there a chance that I could still be safe?

You just have to take that guys word for it, unless you can find someone who has it, and then ask them to take a look for you.
The money thing, it all depends on the seller. Look at his previous sales if the buyers have had good experiences with him.
Search and you'll see if he's legit or not.

I will also say its an authentic item

its designed for a coupe or a sedan..

there is NO guarentee that the item will , or can be made to fit on a compact, if this is its intended destination.
