I call it the bouncing idle. I suspect that the idle is set at a point that is ok for idling with no accessories on. The AC compressor "bogs" the engine at idle that the DME over compensates, shooting up the rpms, then drops the rpm back to the set point, but the cycle starts again when the idle drops b/c of the AC. I cleaned the ICV, got a new Dinan chip, nothing helped, except putting on a set of VAC underdrive pullies. This made any parasitic losses 10-15% less. The new motor from 96-99 is an M44. Check to make sure these are correct for your model year. I can't be sure there are pulleys for the M44, but do a search and find out.
