My car is a '95 Ti base, no check engine on, and it seems to run very well (maybe just a little low in gas mileage). I spent some time reading various tread about this topic and I'm going to try everything I read, like new air filter, new spark plugs, throttle body cleaning, foam etc. Then if it'll not pass I'll try o2 sensor and cat. My understanding is that with ODB1 cars like mine an aftermarket cat converter should work right, problem with not oem cats are with ODB2 cars, is that right? Anyway any other advice on what to do will be appreciated. On OBDII cars the post cat sensor takes the place of needing to test the exhaust. So even if you get an aftermarket cat, they will still test the exhaust. An aftermarket may or may not pass. I recently replaced it with OEM: the pipings were not bent correctly and the resonator was hitting the heat shield. That aside, the core it's working fine so I can sell it to you and a muffler shop can do the welding... Passed smog and no cel. It rattles like crazy tho.
