Default Overheating, no fan coming on.

So i just put a new motor in my 318, and i got it all hooked up, whatever.
ive checked every ground and what i could think of. the fan has come on 2 times since i first started the motor but spiratically. it has a new radiator fan switch, on the side of the radiator. and it seems the lower hose does not get very hot. although i can still grab top and bottom hoses 3/4 way up.... i switched coolant temp sensor just below the engine host mount on the front side just to the right of the timing cover... still nothing. ANY ideas, hints. would be great.

temp. no t-stat till i get this sorted
Fan has ground
came on 2 times speratically short 2 min runtime if that both times
checked all the fueses including #48 under dash mounted to collum.
like i said just looking for things to try or if this is a known problem. let me appologize for my spelling and i didnt look to hard before i made a post. figured id post then look. im in a hurry for time.

There is a consensus that e-36 water pumps should be re-placed every 60k miles to prevent episodes of overheating which can be catastrophic to our engines.
