Lightbulb Headlight bulbs

So last friday i was coming home from work and i noticed a headlight was out. So i hit up the parts store at the end of my street and bought a pair of new bulbs. I had the sylvania silverstar bulbs in there and i can't spend any money right now so i bought the regualr sylvania bulbs for 20 bucks compared to 40 for the other. Well i noticed the lights are twice as bright than the silverstar bulbs. I am amazed by this and yet so pleased. Just thought i'd mention that.

Does anyone know what the Xenon replacement lights for the Halogens are composed of and how they perform? I know they're not like HID bulbs or anything, but they're legal and I don't want to mess around or spend the money on HID bulbs. I just find the current bulbs in my car weak.
