Default Rear Bumper Cover Alignment - Front / Back

I went to put in my new (less than $8 ea. new) rear fender liners so that I could install a set of mud flaps. No problem on the passenger side, but the drivers side won't line up. Looking at my rear bumper cover, the cover needs to move forward towards front of car about 1/2-3/4" of an inch to line up with the wheel arch like on my passenger side. The bumper cover being too far back is causing the fender liner on that side to not fit.

After some searching, I can see how to adjust for vertical spacing in the rear bumper shock mounts, but I can find no mention of how to adjust the bumper for front back fitting.

Any thoughts?
