fuel pressure regulator question

Anybody know what controls the pressure regulator at the end of the injector rail? Mine isn't opening and it's causing a bit of a headache... There's no fuel in the injector rail but fuel in the inlet to the rail (downstream of the pressure reg) Engine's been rebuilt and battery is now a little tired. Could it be I've not enough cranking power for the vacum which operates the regulator?

All sorted, fuel inlet and outlet were connected the wrong way round...Runs like a dream now
