Out of respect of this forum, I don't encourage people to break the law or try to cheat the system. It's not a money issue, it's a moral issue. It's like saying I can't afford insurance because I drive a Lamborghini. Doesn't make it right to drive uninsured. You cannot just clear the codes, the ECM has to run a few cycles to get the "pass" The ECM tests the cats at intervals and compares the front and back sensors to see if the cat is functioning. If the tests haven't run, the car fails the emissions test. If it's rattling ,the honeycomb has probably started to come apart. You might be able to get a better cat to put on that pipe, like a magnaflow universal.
