The rev limiter is at 6500 rpm.

Does the car have a manual or automatic? When was it built (month/year)?

Does it have any other problems, for example, in the ABS?

Wouldn't this be an ECU fault?

its not my ti thats having problem its my 93 318is yes it has a abs light on and i got a code 1271 which state coil number one has short ground or open circuit i just replace the coil and reset the ecu and did the stomp test without cranking up the car and it show code 1444 which is no error and code then i crank it let it idle and now its throwing the same damn code and still no 6500 rpm rev . The redline still at 4500 rpm. The car ride normal but when i get the cel 1271 my car has a rattle in the front right under the valve cover sound lick a chain tapping but if I shut off the car and crank it up it sounds normal sometimes how can i have a short in my coil number one

The limp mode in some ECU lowers the rev limit to protect the engine...

seeing as its been cold in GA i would guess that your engine needs to warm up, does it still let you rev only to 4500 when your engine is warm?

I was going to say something with the disa since it opens around that rpm, but maybe a short in the wiring to the coil then? If you're getting a code, I say investigate that further..

Pull the coil and plug boot off. As mentioned above, it's been cold in GA and it's possible the boot may not have a good seal and moisture is getting in there causing a short. The boot may be worn out / cracking (may not be visible).
