Boot won't lift all the way up

Can anyone tell me why the boot on my 1995 318ti automatic won't lift all the way up and starts to fall back down. I either have to give it an immediate hard push all the way up or gradually until it stays at some random point, not quite all the way open. It also starts to fall back down to close.
Is it something to do with the levers, the hydraulics??

boot shocks are done... need replacement.
