Sounds like a torn/cracked intake boot or a stuck ASC valve. Just behind the ribbed rubber intake boot, you'll see what looks like a throttle body. It's actually the ASC valve. Sometimes people mistake this valve for a throttle body and try to lever it by hand to rev their engine. It won't do anything because it's not a throttle body, it's supposed to stay open until the ASC tells it to close and cut airflow to the engine. If you lever it by hand, it's possible for the cable to slacken and become unseated out of the guide. Chances are either your cable is out of the guide(which can easily be reseated by hand), the sensor on the valve may be unplugged, the ASC relay may be bad or loose, the valve or ASC actuator, located near the cruise control actuator(follow the cable) may have been unplugged or the wires may be loose/damaged. So first, check the cable and make sure it's seated in the guide on the ASC valve. Then follow the cable back to the ASC actuator located on the driver's side inner fender(don't confuse it with the cruise control actuator which looks similar). Check the electrical plug on the valve as well as the electrical plug on the ASC actuator. Check the intake boot for cracks, you may not be able to see them unless you spread the seams apart, but be gentle because if it's dry and cracked you can easily tear it. I like to spray brake cleaner on the boot while the engine is at idle and listen for idle fluctuations. If it revs up when you spray brake cleaner on it, you know you have a leak. I suppose it's also possible that one of the clamps can be loose on the boot as well, so make sure the clamps are tightened. And finally check the relay located in the fuse box. It's labled ASC. There might be a small plastic cover underneath the main fuse box cover that needs to be removed in order to see the relays. First make sure the relay isn't loose or corroded, pull it out and inspect the prongs. Reinstall it and while the car is running, have someone press the ASC button while you have your finger on the relay and see if you can feel it click.
